"The third comment that I would like to make, Mr President, concerns the European constitution. I believe that we should also emphasise the positive aspects during this debate. Some years ago, when we were discussing a European constitution, this was an idea that seemed impossible to achieve. Today, I notice that, in speeches that have been made in the last two years, every European policy leader has taken up a position in favour of a European constitution. I believe therefore that, as expressed in the Laeken Declaration, this is an idea that is possible to achieve."@en1
