"Mr President, Commissioner Liikanen, I would like to thank the rapporteur Mrs Niebler for her efforts on this important issue. Due to their increasing use, radio frequencies are becoming an increasingly limited and valuable commodity. As draftsman of the opinion of the Committee on Regional Policy, Transport and Tourism, I would like to emphasise the importance of the transport sector and the equal rights of each means of transport to use radio frequencies for operational purposes, above all to ensure passenger safety. Air and sea traffic, for example, are completely dependent on the use of radio frequencies. The different needs of different regions also need to be taken into account. Some of the amendments put forward by our committee were adopted by the Committee on Industry, External Trade, Research and Energy while others were not. On behalf of our Group I introduced two amendments in plenary which reflect the opinions of our committee. Amendment No 24 concerns the regional aspect and draws attention to the fact that different circumstances such as population density and distances, industrial structure and traffic conditions must be taken into account in harmonising radio frequencies. Amendment No 25 concerns transparency. The publication of information on the use of frequencies is important but publication is only beneficial if the information published includes all the data necessary for the effective use of this information. Transparency is connected to achieving efficient use of unused areas of the radio spectrum. The annex to the proposal for a decision is too general and apparently confuses reserving the use of frequencies for different purposes with allocating frequencies to users. I would like to see support for these two amendments."@en1
