"Thank you very much for your answer, Commissioner, but you say that the present provisions allow an interpretation. This implies that it is the Commission's interpretation and that the provisions might be interpreted otherwise. Therefore I should like to ask whether the EU will call explicitly for a mechanism to ensure implementation of an interpretation of the TRIPs which favours public health care for the poor, so that we know what the interpretation will be. Does the Commission believe that existing transition periods and other provisions give developing countries sufficient flexibility to implement the TRIPs Agreement? You said that you do not believe that we should enter into new negotiations. I can understand that the EU will not go as far as to press for an in-depth review seeking to reducing the length and scope of patents protection on pharmaceuticals for developing countries or exempting them altogether, but I should like you to explain further why you cannot do that, as it would be a nice thing for the EU to do."@en1
