"If the genuine aim of this report was, as it claims, to improve the legal protection of accident victims, we would have voted in favour. Even if, however, the recommendations accompanying the report contain some proposals that would make the situation of accident victims slightly easier, this is essentially a complicated balancing act to avoid harming the interests of insurance companies. So, for example, in this Europe which claims to be united, insurance companies will be allowed to make people they insure pay an extra premium if they are considering living temporarily in another Member State of the European Union. All this talk of unity within Europe is worth very little when faced with a small additional premium. We therefore abstained from voting on this report."@en1
