"Although we are abstaining on the Mastorakis report on establishing a European Agency for Maritime Safety, we shall be voting in favour of the Sterckx report, because it lays down practical measures to limit the risks of pollution and danger to crews’ lives.
It must be emphasised, however, that it has taken disasters, particularly those caused by the oil tanker
and the shipwreck of the chemical tanker
for measures finally to be proposed.
What we need now is for these measures to be implemented. No particular restrictions are being imposed to make these measures absolute obligations, either for shipowners or for charterers. The minimum that should be done in this area is to make both groups responsible, in addition to their other duties, for any non-compliance with these directives."@en1
