". The European Commission proposal is unacceptable in that it excludes self-employed drivers, since this puts important objectives in the common transport policy at stake. The system it proposes will create conditions of unfair competition, jeopardising the objective of road safety and not helping to encourage quality of service. The position adopted in the Hughes report is thus of the greatest importance, and we therefore voted for it even though the proposals we presented during the debate have not been fully incorporated. It is essential, as we have maintained, that self-employed drivers should be included immediately within the scope of the directive to be adopted, or at least this should happen in the very near future. This will be the only way to ensure that road safety is encouraged and to prevent unfair competition."@en1
