With regard to your initial information, I would say that the rapporteurs are clearly those with the greatest interest in being present at these debates, as one would, of course, expect. The absence of rapporteurs from debates is something that must be pointed out. It must at least be communicated to the Bureau sufficiently in advance, both out of common sense and for the smooth running of this House. I must say, ladies and gentlemen, that Mr Collins informed the Bureau that, since this debate would continue after 9 p.m., he would not be able to be here at this time. The Bureau was, therefore, aware of this fact. With regard to Mr Skinner, the Bureau was unfortunately not given any information or explanation. I think that, in future, the Bureau will have to inform rapporteurs that if they are for any reason unable to attend, they must proceed in accordance with the basic rules of courtesy and of respect for the Chamber."@en1
