". – The problem is that the answer to the drought disaster in Afghanistan would be systematic, normal, broader-based development cooperation. But the situation in that country does not make it possible to organise and implement normal development cooperation. What we are doing is making a relatively large-scale effort in terms of humanitarian aid. This year ECHO has identified Afghanistan as one of the "forgotten conflicts", in order to focus on and raise awareness of the need to mobilise international society. It is also clear that the access problem is a real one, partly because of politics in Afghanistan. The major challenge we face is to restate and explain the need for everyone involved on both sides of the conflict to accept unhindered access to the country by humanitarian organisations. This will be the focus of my efforts when I go there in September."@en1
