The state of permanent constitutional upheaval which is a characteristic of the contemporary EU is a major shortcoming in our constitutional arrangements. With the Treaty of Nice, coming so soon after the Treaty of Amsterdam and to be followed by another IGC in 2004 we live in an Age of Permanent Revolution. There are signs that this successor IGC may achieve a degree of constitutional settlement which is much to be welcomed and to reach it, it is necessary to pass through the Treaty of Nice despite its self-evident shortcomings."@en1
