"Mr President, I have voted against this resolution from Méndez de Vigo and Seguro for many reasons, but particularly because of what happened this morning, namely the rejection of Amendment No 28. That proposed, quite modestly, to recognise in any debate on the future of Europe the political and legislative powers of the current 15 States. The problem is that this resolution is quite hypocritical in that even if it says that it recognises its commitment to upholding the rights and freedoms set out in the Charter, these freedoms, such as those in Article 4 of this Charter, are not defended inside the European Union, as can be seen in the case of torture in Spain."@en1
