"I do not want to anticipate the Council’s final position on the Association Agreement, but I nonetheless think it is important to ask the question. Why does the European Union have such an instrument as an Association Agreement? It is not, in any case, because an Association Agreement would give a government or a country some kind of

An Association Agreement exists because the European Union desires a framework, a form within which, for example, a political dialogue can be conducted – also concerning matters about which there is no agreement. That is why we want Association Agreements. The Council believes that this is a more effective instrument than just letting things happen.
As the case of Turkey shows, the Association Agreement is an effective instrument enabling the European Union to highlight and criticise states of affairs it does not accept. Matters proceed slowly sometimes, and we can all feel frustrated but, in these contexts, dialogue is always more effective than isolation."@en1
