"There is no doubt, from an economic point of view, as I have just said, that your statement is correct. But, from a legal point of view, from the point of view of our legal commitments, the situation is the same for all countries, large or small. The Treaty does not allow for different treatment for countries in one situation or another. What decision should we adopt if one small country behaves as a complete ‘free-rider’, gaining advantages from the Union, but none of the disadvantages? What would happen if, instead of one country, there were two, three or four small countries? What size does a country need to be in order to be significant? It seems to me that this argument, although attractive from an economic point of view, is unfortunately not acceptable from a political and legal point of view."@en1
