"As I said in my introduction, the basis for any solution of the conflicts that we are now seeing must be a respect for territorial integrity and sovereignty. This was also concluded by both the Council and the European Council on several occasions.
However, it is, of course, very important to bring about an intensification of the interethnic dialogue in various ways. One of the reasons why we have had a continual presence of Union representatives in the region in recent weeks is precisely in order to be able to promote this interethnic dialogue within the framework of the respect for territorial integrity and sovereignty. In general terms, the Union – in the Council’s opinion – should continue to do everything to promote this dialogue, whilst always having these fundamental principles in mind."@en1
