"Mr President, I would like to start by thanking the rapporteurs for their work. I would like this year's budget to be rather more far-sighted than last year's, which we had requested should contain an appropriation for what subsequently proved to be an international crisis, BSE. I would venture to say that it has now caused collective neurosis, and this is a sign to all of us policy-makers that we must staunch the flow, so to speak, and endeavour to provide the citizens with food safety. With regard to the various aspects of the budget, I would stress, on the one hand, that it would be appropriate for the ECSC to try to incorporate the annual income produced by the assets into the general budget, in order to comply with the provisions of the Interinstitutional Agreement and the Financial Regulation, and, on the other hand, the need to create two separate budget headings for budget revenue and outgoings. In the field of culture, we will have to fully support the enhancement of educational and professional skills. As regards a fundamental area such as agriculture, we will have to support it more and more in the future, particularly in the face of the now imminent eastward enlargement, together with the small and medium-sized businesses, which are the real core of the European economy. Let us take note of our weakness, now, in economic terms, and let us endeavour to produce a budgetary policy which will reinvigorate our economy and boost its development."@en1
