"Madam President, I should like to draw your attention to the Council’s decision of 19 March, in which, instead of the promised regulation on openness that should have come into force on 1 May, a set of internal provisions is adopted, infringing the Treaty rules on adoption of the Rules of Procedure, which as we know requires a simple majority. One of these provisions specifies that, in future, a qualified majority is required for introducing increased openness in the Council. Furthermore, Parliament was not consulted on this subject. So I call on you, Madam President, to address this issue the next time you meet with the Council. At the Conference of Presidents last Thursday, we decided to have the legal service examine whether there is a basis for possible legal proceedings. However, I think you should, in any case, discuss this matter with the Council, and I believe that the Council should, in all decency, withdraw its decision until agreement on a regulation on openness has been reached with Parliament."@en1
