"Mr President, I had the first question. Question time should have begun, if the Bureau had organised today’s debate properly, at quarter past six. We started half an hour late, at which time I was chairing the meeting of the Joint Parliamentary Committee with Bulgaria, having arranged to be here at quarter past six. That proved to be impossible and I was one minute late due to the Bureau’s delay. If I too must be punished because the Bureau does not keep to the timetable, then so be it."@en1
