lpv:spoken text	". – I totally agree with such an approach but, as the honourable Member will recognise, it will be extremely helpful if we clarify first of all the conditions under which the Community as such can accede to the Convention. There are some legal problems because the drafting of the Convention only provides for Member States to be part of the Convention. So we need to incorporate the fact that the communitarisation of the subjects of the Convention give the Commission and the Community exclusive external competence. Once we clarify that, it will pave the way for Member States to ratify the rest of the Convention with the full support of the Commission because the Commission is committed to solving its own problem without delay."@en1
