"Mr President, we are about to conduct a strange vote, as we did last month, on this strange new method of a legislative initiative by Member States. The amended initiative has been rejected. We are now called upon to vote, firstly on an amendment tabled by our group requesting that the Council be informed of the rejection of this initiative and that the Commission be asked to prepare a new proposal within the framework of its right to take the initiative. We shall then have to vote on the draft legislative resolution and a favourable vote is needed to inform the Council that we have rejected its initiative. It is complicated, but it is the same as the situation which arose at the previous plenary sitting and was explained by Mr Watson. That is to say, the next amendment does not fall. Rather, we still have to vote in favour of rejection for the sake of consistency."@en1
