The EPLP supports the Tampere conclusions that the EU must ensure fair treatment of third-country nationals who legally reside in its territory and recognise that there needs to be a resolution to the situation of Regulation 1408/71/EEC not covering third-country nationals. However, the EPLP does not support the view that the legal base should be Article 42 and 308. The EPLP supports the Council and a number of Member States who wish the legal base to remain Article 63."@en1
