"I can only agree with what the honourable Member says. We must not let the fact that we are waiting for concrete proposals from the Commission lull us into believing that we need not do anything but that we must wait for the Commission’s proposals. I can assure you that the presidency regards this matter as having the utmost priority.
Without in any way violating the restrictions that exist in the Treaty, we are leaning on the Commission with a certain amount of force to try to get better mechanisms for observance of the rules that currently exist. Above all, improvements are required. I believe we are entirely in agreement in this area. The facts in this area are in many cases horrendous. The Council and Parliament must continue to drive this forward so that we get proposals from the Commission – proposals that I am sure the Commission will present as soon as possible."@en1
