On 17 January 2001, the European Parliament delivered its opinion on a proposal for creating an EU rapid reaction facility, pointing out that priority must be given to non-military crisis management and citing as a suitable way forward the recommendation it made to the Council in spring 1999 that a civil peace corps be established. Unfortunately, the Finnish, Portuguese and French Presidencies chose to disregard Parliament's recommendation. Will the Council therefore state what initiatives the Swedish Presidency intends to take to comply with Parliament's unanimous recommendation?"@en1
