I do not think it is possible to be any clearer than that is. It states that everything done with regard to the common European security and defence policy must be carried out in accordance with the principles of the UN Charter. Let me stress what is already well known to Mr Schmid, that it is also the case that all measures taken within the framework of the common European security and defence policy are a type of intergovernmental cooperation, which means firstly that there should be agreement among the Member States and secondly that there should be the opportunity for individual countries to decide for themselves the extent to which they want to participate in such operations, if at all. We also know that in a number of Member States, depending to some extent upon national tradition, various forms of reference to the UN Charter are required for the country to take part in an intervention. As such, it is a case of belt and braces regarding this issue. I believe we can sleep soundly in our beds.
