"Madam President, it is always a difficult task to strike a fair balance between the necessary level of copyright protection and protecting everyone’s right to knowledge and learning. My friend Mr Poos and I voted against almost all the amendments that were tabled by the parliamentary committee and by other Members, because we believed that the first common position was very fair and well balanced. I am pleased to see, however, that, after the battle over the amendments and all the pressure from various groups, the common position has hardly been changed. I believe that it provides Parliament and the Council with a good starting point for resolving this difficult problem."@en1
