"Mr President, Commissioner, ladies and gentlemen, as the rapporteur has said, this document examines two Commission proposals: the first concerns the establishment of the single committee, to be known as the Committee on Safe Seas, and the second concerns a directive which amends the existing directives in order to incorporate the committee. The purpose of this – as Members have already pointed out – is to streamline the operation of bringing the Community legislation in force into line with the international provisions and conventions on maritime safety and the protection of the marine environment, and with technical progress. We socialists support the streamlining effort contained in the proposals and we welcome the proposal to replace the current five committees with a single regulatory committee. This committee will certainly contribute to greater certainty and coherence in the incorporation of international law into Community legislation. However, we would wish both the title and the mandate of such a committee to encompass the two concepts of maritime safety and the prevention of pollution. Lastly, I would like to focus particularly on a further consideration: Parliament's role in these operations. It is vital to guarantee that Parliament has the right to participate in the regulatory procedure. We therefore call upon the Commission to ensure that Parliament is always in a position to monitor the activities of the committees, including the activities of the Committee on Safe Seas which is to be established. We thus call for greater transparency and a substantial flow of information from the future committee on safe seas and the prevention of pollution as well."@en1
