". – Even though the setting-up of the International Criminal Court does not come within its remit, the Commission hopes that the required number of 60 ratifications will soon be reached so that the Court can become operational. As of 31 December, the statute was signed by 139 countries and ratified by 27. The Commission notes, with satisfaction, that the United States signed the Rome Statute on 31 December and the Yugoslav Federation earlier on 19 December. In its relations with third countries the Commission will make every effort to recall the necessity to sign and ratify the statute as swiftly as possible. In the meantime, the Commission will continue to provide grants to initiatives in support of the International Criminal Court. So far, approximately EUR 4.8 million of grants have been provided to support the activities of NGOs or institutions working on information campaigns concerning the International Criminal Court. The Commission will provide further support for these activities this year. We want to promote this and use our cooperation with NGOs to keep up the momentum to make this Court a reality."@en1
