"The Council is very keen to have effective market monitoring so that it is possible to be sure that the fundamental requirements of the directives relating to EC labelling and drawn up on the basis of the ‘new approach’ are complied with. This approach is a new way of harmonising technical requirements for products in the directives. The monitoring of how this EC labelling of products is used is a common concern for the Commission and the Member States. It is primarily the Member States' responsibility to ensure, by means of approval or in some other way, that these bodies comply with the requirements for competence and that they operate effectively. The Commission has been assigned a central role for ensuring uniformity and a high standard with regard to the monitoring bodies. The supervisory bodies are national, and the Member States notify the Commission of which national bodies are to carry out the control. In turn, the Commission sets up programmes to ensure that the market monitoring is organised in a uniform way between the Member States. In order to monitor the new approach, the bodies whose names have been notified by the Member States will, for example, establish collaboration groups for each directive."@en1
