"Madam President, with the New Year we have learned through the Spanish that eleven policemen and three who had already been sentenced as torturers had been pardoned by the Spanish Government. Few cases of torture are admitted by the Spanish courts. On the contrary, many officials are promoted because of such activities. Inside the European Union that is simply not tolerable. It is incumbent upon us to press the Spanish Government on this issue. I would urge this Parliament to issue a declaration in the clearest possible terms to show our steadfast opposition to torture. I am sure that you will want to respond fully and rapidly to this concern."@en1
