"Mr President, over the 50-year span that has passed since the UNHCR was founded we have seen that, on both sides of the Cold War, a system for aid for refugees is needed more desperately than ever. The century that has now begun will unfortunately become known as the century of exile. The reasons are, to some extent, different to those of half a century ago, but the need for aid is crucial and, furthermore, more globally spread than it was then. Since the European Council in Tampere, the EU has made headway in the development of measures connected with asylum and immigration policy and, obviously, the EU must achieve a common strategy to eliminate the reasons why people become refugees and guarantee their humane treatment, irrespective of the country that is taking them in. That is not enough, however: we must give our determined support to the UNHCR, both in political and economic terms, to ensure there is a balance between the issues of predictability, flexibility and geographical location."@en1
