"Where the procedural questions are concerned, Mr Howitt, I have just told you what stage the Commission’s discussions had reached, so I will not return to the matter. Regarding contacts with the relevant committees of the European Parliament, I am of course available to them in the usual way. With regard to whether or not this is a tactical gesture designed to win the favour of least and less developed countries within the framework of a round of negotiations, I would point out straight away that this is not the case. In view of their situation, these countries unfortunately have no capacity for autonomous negotiation, and it is therefore a gesture which we ought, in my opinion, to make unilaterally, without anything in return. With regard, finally, to the problems it might cause for other economies, we are taking the necessary steps, and it is in this spirit that we are busy re-examining the Commission’s proposal so that the impact on other ACP countries is as limited as possible."@en1
