In an article in the Financial Times in November this year, the Commission President, Mr Prodi, affirmed that he does not want to see tax harmonisation and common tax levels in the EU by stating that tax rates 'are in the hands of the national parliaments and must remain so'. At the same time, in the same article, he considers that, in order for the EU to become dynamic and competitive, there is a need to switch to majority voting on taxes 'where necessary for the internal market to function'.
