"Madam President, no one underestimates the significance and scope of this summit, which has also been the lengthiest in the history of the European Union. That is exactly why we have a problem: this is an important summit and everything we say counts.
I think hastily adopting a short resolution, as Mr Poettering proposes, would be a feeble, unimaginative solution. So I am in favour of postponing the resolution until January. Then we can discuss later whether this resolution should be based on a report from the Committee on Constitutional Affairs or simply on our own initiative, but, whichever, I am in favour of postponing the resolution until January."@en1
