lpv:translated text	"Mr President, in his letter to the Romans, the apostle Paul exhorts his readers to allow themselves to be transformed by the renewing of their minds. This process of transformation is necessary to be able to truly serve God and cannot be enforced by rules. Although the reform of the Commission is not to be compared with Paul’s message, this Biblical precept contains an important lesson for the Commission: rules cannot enforce true obedience. Commissioner Kinnock is trying, by changing and improving the rules, to give the Commission officials an enhanced sense of responsibility. As sound as the intention behind the rules may be, ultimately it all revolves around the implementation of these rules. The new rules must therefore be tested as to their feasibility. At the deepest level, this reform process is about a change of attitude and behaviour on the part of the Commission and its officials. This change of attitude should find expression in openness of government. The reform plans still leave a lot to be desired on that score. The proposed advisory service for financial irregularities will not only undermine OLAF’s openness, but also its work. In view of its limited budget, the Commission will have to make choices in its task package. We must choose between deepening or enlarging the Union. The years to come will be dominated by the issue of enlargement. It is therefore astounding that the rapporteurs Mrs Guy-Quint and Mr Pomés Ruiz completely pass over this and merely regard the reform process as a means of achieving European political integration. I believe that the reform of the Commission should be seen in the context of enlargement, and that is what it must be guided by."@en1
