"Mr President, on a point of order. In his speech Mr Deva drew attention to the fact that in this House we are not very good at interrogating. This was very obvious last night during Council Question Time. The session actually finished early and yet Council questions have, it seems to me, become nothing other than an exercise in patronising evasion. The impossibility of having more than one supplementary for a Member adds to this. There is no sense of interrogation of the Council at all. I should like to suggest that the Bureau at some time look into the question of whether a Member who limits a first supplementary to under half a minute is allowed a second question."@en1
