Mr Poettering, we have worked together with your people, and the Group of the European People's Party and European Democrats and the Group of the Party of European Socialists have agreed on how the report should look. We were united on the central issues and came to an agreement in the negotiations. I submit to what Parliament wants to do, but it is, nevertheless, a matter of an agreement between the Group of the European People's Party and European Democrats and the Group of the Party of European Socialists, concerning both my report and the central issues it contains. I must say, therefore, that I am very surprised by this."@en1
