"Mr President, I am very grateful to the President of the Council for such a positive and to some extent optimistic and encouraging answer. It must be remembered that the fisheries agreement with Morocco is much more than a simple fisheries agreement; as he knows, if this agreement were not reached, bearing in mind its significance, this fact might conceal a deterioration in the relations between the European Union and Morocco. I should like to ask him if in the coming weeks the French Presidency is going to push for this agreement to be concluded at last. Mr President-in-Office of the Council, it is essential that the French Presidency should push hard along this home straight because Commissioner Fischler lacks the Mediterranean imagination needed to be able to secure an agreement. He is less likely to succeed in something which is purely Mediterranean, than Pitres, a village up in the Alpujarra mountains in Granada, is in getting its own port, or even the expansion of its port. In view of this situation, my question is whether the French Presidency, which does have the will and the imagination, will make it possible for us to achieve a fisheries agreement, which is now vital after eleven months of having our fleet tied up. Andalusia and Galicia, Objective 1 regions, need it and there are many other Europeans working at sea and on land who need this to succeed."@en1
