"The transport of radioactive materials in France is carried out in accordance with the legislation in force and, in particular, Council Directive 94/55/EC of 21 November 1994 on the approximation of the laws of the Member States with regard to the transport of dangerous goods by road, and Council Directive 96/49/EC of 23 July 1996 on the approximation of the laws of the Member States with regard to the transport of dangerous goods by rail, which apply to the transport of radioactive materials and set out various technical requirements in relation to vehicles, brands and packing. The organisation of the transport of radioactive materials between France and Germany has been the subject of bilateral negotiations between the two countries, in which neither the Council of Ministers, nor the French Presidency-in-Office as such, were involved. I can simply point out the fact that France and Germany – and here I am no longer speaking as President-in-Office of the Council – raised these questions during a bilateral summit in Vittel last week, where it was decided to form a working group in order to find a solution to the problem."@en1
