"Mr President, I abstained from voting on the resolution on the results of the informal Biarritz European Council for two reasons: firstly, because I had the opportunity to vote in person on Paragraphs 2 and 5 separately, which allowed me to express my total opposition to both. In fact, I do not agree with the inclusion in the Treaty of the Charter of Fundamental Rights, since that would be the first step on the way to its constitutionalisation, a federalist pathway that I will not go down. Secondly, nor do I agree with the indiscriminate generalisation of qualified majority voting, a measure which if divorced from the others on the table may conflict with important national interests, and which even contradicts the request expressed in Paragraph 7 of the resolution. It was precisely this Paragraph 7 that enabled me to abstain. By not voting against the resolution I am trying to support any initiative that will put an end to the antagonistic atmosphere between large and small countries in which the debate on institutional reform has taken place, and which unfortunately has to a great extent been instigated by the French Presidency. As Paragraph 7 says, it is absolutely necessary to ensure that solutions are valid and acceptable to all Member States, regardless of their size or economic weight. We are Europeans and want to remain Europeans, but there must be respect for the founding principle of a Union of free and sovereign states."@en1
