lpv:translated text	"Mr President, Parliament, and in particular its Committee on Regional Policy, Transport and Tourism, has been the driving force for approving specific policies and programmes for the outermost regions. The unanimous approval by the members of the Committee on Regional Policy of the report presented by Mrs Sudre demonstrates the European Parliament’s adherence to one of its most important commitments. I should therefore like to congratulate the rapporteur and the Committee on Regional Policy on their excellent work. With the entry into force of the Treaty of Amsterdam, the legal basis of these specific policies was established and their scope was increased. One of the areas in which this approach has had the greatest impact is agricultural policy. By means of various partial derogations from the principles of the CAP, and through the implementation of specific programmes for agricultural development, we have been able to see an end to the desertification of archipelagos such as the Azores. Those living in rural communities on the islands have also seen an improvement in their living conditions. The experience of almost a decade and the new challenges created by developments in the common agricultural policy suggest that these programmes should be revised in order to sustain the ability of these regions to survive in the new climate of competition. The Treaty specifically stipulates that economic dependence on a small number of products is one of the factors on which the European institutions are bound to adopt specific measures for the implementation of common policies. The dependence of agriculture and the whole economy of the Azores on milk production is unparalleled anywhere else in the Union. All of us in the Azores therefore hope that the Commission, in view of the Treaty and in view of Parliament’s position, will rapidly propose the necessary changes to the way the CAP is implemented in the Azores."@en1
