Given that there is an embassy representing each of the 14 Member States in Vienna, why was it necessary to have the Three Wise Men look into something that the embassies could have monitored themselves on a daily basis? Did the embassies fail in some way? Did they fail to retrieve the reports? Did the relevant governments fail to read the reports? We really cannot avoid this question. Perhaps it would have sufficed to read one or other newspaper, but I would be most grateful if you could provide me with a brief analysis of the role of the embassies."@en1
