"Mr Evans, it is, pursuant to the Rules, for the President to decide whether the result was valid or not. Needless to say, the President always hopes that all voting machines are working. Should a machine not be in working order, this does not in any way affect the conclusion reached by the President that this vote was carried out in a lawfully valid manner, and I obviously have no intention of changing that conclusion. These are the rules. Neither do I intend to change the Rules of Procedure. That is how it is. I do not want a debate on this. The rules, ladies and gentlemen, are crystal clear."@en1
