lpv:translated text	"Mr President, the need for the resolution on the situation in Peru has made two things clear. The first is our frustration at having to return to the vigilance over democracy and human rights in Latin America, which was of major concern to Parliament in the 1980s and which diminished in the 1990s with the emergence of democratic governments in most countries there. It is also frustrating because, in addition to the situation in Peru, other attempts at aggressive populism are creating appalling dictatorships, which confirm our worst fears and mean that we must target Latin America once again in our vigilance over democracy. Let us be quite frank: this resolution highlights the feeling that Europe’s influence on that sub-continent has weakened. Europe felt that its conscience no longer required it to intervene after the switch to democracy in the 1990s and did little for those countries, apart from giving advice on models of economic integration. Opening up our markets was symbolic – with the exception of beef from Argentina, because of BSE as we know – but there was very little technology transfer, cultural and political relations existed in name only, and career training and investments in added value made little progress. Europe did not take the opportunity provided by the fledgling democracies to promote development and social justice in Latin America to help these countries to break their almost exclusive dependence on accumulating capital, which is based on drug trafficking. The situation with Peru and Mr Fujimori has not yet degenerated into a disaster, Mr President. There are signs of disillusionment and the situation should serve, for the moment, as a warning. In order to avert a disaster, it is absolutely crucial that Europe takes its politics to the American sub-continent as well."@en1
