I voted against incorporating the version of the Charter of Fundamental Rights we have before us into the Treaties. I would indeed have like to have seen a moratorium on this Charter to enable work to continue on it, as a great many non-governmental organisations in the various countries of the European Union have proposed.
On many points this Charter lags behind the advances made regarding rights and freedoms in France and in other European Union countries, and many international texts. It cannot serve as a basis for the establishment of a European constitution. Not only does it not include any new rights, particularly social rights, but it also lags behind in terms of the status and place of immigrants and workers as well as public and private freedoms in general."@en1
