"Mr President, in the referendum on the euro last week the Danes said no to the Europe of integration, no to the Europe of the super-state, and yes to a Europe of diversities, yes to a Europe that respects national democracies. The Biarritz Council and, three months hence, the Nice Council, which are to discuss the European institutions, must draw a significant conclusion from this. The response to enlargement is not increased supra-nationality, or an increase in powers, seated in Brussels, that are binding on all the Member States of the Union or even just on certain states that have joined together to form a hard core. The second lesson is one for the people of France, and, without doubt, one for other nations too. My compatriots voted for the single currency in 1992 because they had been told that this could work without a super-state. Well, that is not true. This is now quite evident with the slump in the euro. In 1992, the French came to a decision on the basis of spurious information. They must now, in the light of experience, come to another decision, but this time on the basis of frank and comprehensive criteria."@en1
