"We are voting against recitals I, J and K and are abstaining from voting on paragraph 2. In different ways, these three recitals and this paragraph are urging the Commission to integrate sports policy into the texts of the Treaties. Sports policy is a policy area characterised by its cultural context and framework and ought not therefore to be covered by the texts of the Treaties. Sports policy is an area in which the Commission clearly ought not to have powers. In our opinion, such powers are covered by the subsidiarity principle and ought to be exercised at national or lower levels of political decision-making. We are abstaining from voting in the final vote."@en1
