"Mr President, this report refers to the fight against doping in sport. Unfortunately, the international sporting authorities have not been able to halt or even combat this extremely serious scourge. Doping in sport is like a priest who sins or a tone-deaf musician. It is unthinkable that in sport, which stands for honesty and competitiveness, there are athletes who win because they use drugs. I therefore voted against this report because it does not go far enough in calling for a genuine change in the fight against doping. We should set up a European anti-doping agency instead of waiting for a world-wide agency to do what an individual state cannot achieve. How can so many countries be persuaded to agree?"@en1
