". – Although I cannot give you a specific timetable, I do assure you that infringement proceedings have already been opened and others are now being evaluated. You also draw attention to our relationship with the applicant countries. The Commission believes that the most effective way to achieve a widespread improvement in animal welfare standards is to work towards an international consensus. The long-distance transport of horses has been discussed with heads of veterinary services in the central and east European countries currently negotiating accession to the Union.
A protocol of action to improve the protection of the horses and donkeys transported over long distances was agreed in April. The first results of the implementation of the protocol will be discussed at a specific meeting with all the competent authorities of the accession countries at the end of September this year. So I can give an assurance that this issue is high on the list of priorities in my service and we will be monitoring it closely and pursuing it actively."@en1
