"Mr President, I respect the fact that you cannot put the Minutes to the vote yet, but I would just like to comment on a matter which was raised yesterday. At the beginning of the topical and urgent debate, we had a discussion on the application of Rule 146 of the Rules of Procedure, that is to say adjournment of a debate. The President declared this not applicable to the topical debate. I wonder how it is possible for a rule of the Rules of Procedure not to apply to a situation without it being further mentioned in the Rules of Procedure. Rule 146 was clearly cancelled out in that instance. I would therefore ask whether the Committee on the Rules of Procedure or the President could explain in what instances Rule 146 would apply. Yesterday’s incident caused a great deal of confusion."@en1
