It is a well-known fact that defining the quality of education is a very complex political issue that depends specifically on the objectives set, the means to achieve them and the conditions that determine whether they can be achieved.
Cooperation at European level on quality assessment and on quality indicators should not therefore generate assessment models, since it is essential for us to maintain a variety of methods and approaches, bearing in mind the different national contexts and varying historical, social, cultural and political situations in each country.
Potential cooperation based on exchanges of experience in assessing the quality of primary and secondary education must therefore take account of the fact that this is a particularly sensitive area. It must fully respect the responsibility of Member States for the content of their education and for organising their education and training systems, as well as their cultural and linguistic diversity."@en1
