"Mr Blokland, I believe my interpretation is in line with the letter and spirit of our Rules of Procedure. It is clearly stated that the agenda – as we are talking about establishing the agenda – is established by this House at the beginning of the part-session, which has been done. Regardless of this, if new factors come into play, these can be communicated during the debate to provide additional information for our fellow Members when they come to vote. However, I stand by this interpretation, which is linked both to the principle of the agenda and the principle of urgent matters."@en1
