"No, Mr Blokland, the Rules of Procedure do not lay down that the postponement of an urgent matter can be put to the vote. Topical and urgent matters are a very specific case. It was voted upon on Monday and this House, by sovereign right, drew up a framework for it. As soon as a matter becomes urgent, it cannot be postponed. Obviously, the arguments developed by you and Mr Maatten can be considered during the debate, but I am not putting the postponement of this debate to the vote."@en1
